_C_r_e_a_t_e _a _l_a_y_e_r

_D_e_s_c_r_i_p_t_i_o_n:

     Creates a new layer in a database and returns it. When created
     using an 'aRTdb' object, it returns an empty layer. When created
     using an 'aRTlayer' object, it fills it with cells according to a
     given resolution.

_U_s_a_g_e:

     ## S4 method for signature 'aRTdb':
     createLayer(object, lname, proj=NA)
     ## S4 method for signature 'aRTlayer':
     createLayer(object, lname, rx, ry, allbox)

_A_r_g_u_m_e_n_t_s:

  object: Object of 'aRTdb' or 'aRTlayer' class.

   lname: Name of the new layer.

    proj: Projection in proj.4 format, and dafault is no projection. 
          Some projections are not supported by TerraLib.

      rx: The x axis resolution of the cell layer.

      ry: The y axis resolution of the cell layer.

  allbox: Will new layer have cells in the whole box of the original
          layer, or the cells will comprise only where there is some
          geometry?
